  • Michigan MMFLA medical cannabis annual licensing fees

    What are the annual license costs?

Medical (MMFLA) Grower

Medical MMFLA Class A Grower – 500 Plants – $2,500 initial license fee (10/01/24 – 09/30/25)

Medical MMFLA Class B Grower – 1,000 Plants – $4,000 initial license fee (10/01/24 – 09/30/25)

Medical MMFLA Class C Grower – 1,500 Plants – $15,000 initial license fee (10/01/24 – 09/30/25)

An applicant will also very likely need to pay a fee to its local municipality of up to $5,000 per local license. Our attorneys can help you determine which fee levels will apply to your application(s).

Medical (MMFLA) Processor

Manufacturing Edibles and Concentrates, Tinctures, RSO, etc from cannabis flower and/or biomass; (Exemption to process Industrial Hemp (as defined by MRTMA) on location with no additional state of Michigan licensing):

Initial License Fee = $5,500 (10/01/24 – 09/30/25)

Under MMFLA Processors may engage in research and development, and process Industrial Hemp in addition to licensed cannabis.

An applicant will also very likely need to pay an annual fee to its municipality of up to $5,000 per local license.

Medical (MMFLA) Provisioning Center (Dispensary)

Retail Sale of Cannabis Products to (i) Michigan MMMP Patients or their MMMP Registered Caregiver and (ii) Out of state Medical program Patients with state medical marijuana card. Monthly sales are limited to 10 ounces of cannabis per patient per month.

Initial state of Michigan annual license fee = $3,813 (10/01/24 – 09/30/25)

Retailers are not required to collect consumer data other than: proof of identification/Patient status, method and amount of payment, date and time of sale, quantity sold, and any necessary product descriptions.

An applicant will also very likely need to pay an annual fee to its municipality of up to $5,000 per local license.

Medical (MMFLA) Secure Transporter

License to transport licensed Medical cannabis between licensed facilities in Michigan in exchange for a fee:

Initial License Fee = $3,813 (10/01/24 – 09/30/25)

An applicant will also very likely need to pay an annual license fee to its municipality of up to $5,000.

Medical (MMFLA) Safety Compliance

A license to receive and test samples of licensed Michigan cannabis in exchange for a fee:

License Fee = NO FEE FOR MEDICAL TESTING LABORATORY FACILITIES UNDER MMFLA!

However, a Testing Laboratory applicant/licensee will very likely need to pay an annual license fee to its municipality of up to $5,000.
