Press Release: CRA Permanently Bans Chad Wurtzel from Working in Michigan’s Licensed Cannabis Industry

October 28, 2026 – The Cannabis Regulatory Agency (CRA) has issued a consent order that permanently prohibits Chad Wurtzel from working in any capacity at a licensed marijuana business in Michigan and requires HCM Provisioning Inc., doing business as Elite Wellness Mount Morris, to cease operations.

The order, signed Oct. 14, 2026, takes effect Nov. 13, 2026. It resolves the company’s challenge to the CRA’s denial of its application to renew adult-use retailer license AU-R-000103 for the business at 9423 N. Dort Highway in Mount Morris.

Under the agreement, HCM Provisioning and Wurtzel are permanently prohibited from seeking any new Michigan marijuana business license, exercising managerial control over a licensed marijuana business, or acquiring any new ownership interest in one. They are also permanently prohibited from working for a licensed marijuana business as an employee, independent contractor, or service provider through another party.

The CRA issued its notice of nonrenewal Dec. 5, 2025, citing a history of regulatory noncompliance involving applicants Najat Hessano and Wurtzel through HCM Provisioning, NH Ventures, NH Ventures 2, and Sky Labs. The notice also cited HCM Provisioning’s failure to comply with application requirements.

The regulatory history detailed in the notice included failures to submit required annual financial statements, marijuana inventory tracking violations, and violations involving product testing, labeling, ingredients, and surveillance. Prior enforcement actions resulted in fines, corrective requirements, and the surrender of Sky Labs’ medical marijuana processor license.

HCM Provisioning requested a contested case hearing after receiving the nonrenewal notice. Under the consent order, that request will be withdrawn when the order takes effect, and the company must cease operations. The CRA will then change its license record status to “closed pending Metrc.”
